Information governance allows organisations and individuals to ensure that personal information is dealt with legally, securely, efficiently and effectively, in order to deliver the best possible care. It provides a framework to bring together all of the requirements, standards and best practice that apply to the handling of personal information. The information governance toolkit has been produced jointly by the Department of Health and the NHS Information Authority and represents Department of Health policy as at June 30th 2004.
This indicator also includes a measure of data quality based on Hospital Episode Statistics (HES) data, providing a measure of the quality and reliability of the data underlying many of the performance indicators and serving as a proxy for assessing the general quality of data for each organisation.

Part 1
Numerator:
The number of points scored on the information governance toolkit.
Denominator:
The number of points available on the information governance toolkit.
Expressed as a decimal fraction.
Part 2:
The value of the trust's HES Data Quality Indicator.
The DQI is produced by taking the mean of a number of relevant components that are run against the HES data set. Only Finished Consultant Episodes (FCEs) are analysed since it is accepted that unfinished episodes may be missing some clinical information that is usually added at discharge.
